The Liars & Lawbreakers of Troy Exposed
Everyone lies at one time or another so they say. Everyone will break a law knowingly or unknowingly maybe intentionally maybe not. We are human after all. But when it is done by the governing body of the city or city management and it is done intentionally with full knowledge that they are lying or breaking the law, we have a big problem. Below I will provide the documentation of what I believe are instances where lies and lawbreaking has occurred. If you believe the facts I present are false or that my analysis is incorrect, please provide me with the documentation supporting your position that I am wrong and I will make the appropriate corrections.

Why the title Liars & Lawbreakers. The free online Merriam-Webster Dictionary defines lawbreaker as: “A person who violates the Law”. They define Liar as: “A person who tells lies”. They define lie as: “1) to make an untrue statement with intent to deceive. 2) a: to create a false or misleading impression b: to bring about by telling lies.

 

I feel very confident that as you read what I write that you to will see why this page is called “Liars & Lawbreakers”.


2011-2012 TBRA Budget violations

As a member of the Troy Brownfield Redevelopment Authority [TBRA], I tried to keep our Authority from violating the law governing us [I no longer am a member as I decided enough was enough]. I was successful in several attempts but not in my last attempt. Below you will find the emails and attachments that I sent but you be the Judge.

Did the City Manager and his staff provide city council with false information?

Did 5 members of city council [Mayor Schilling, Mayor Pro Tem Beltramini, Councilpersons Kerwin, Slater and McGinnis] knowingly violate state law given the information that I provided them?

You be the judge. Let me know whether you agree or disagree. I believe that city management intentionally lied to city council by providing false information concerning when the Revolving Loan Fund was created. I believe that 5 members of city council knowingly broke the law concerning the legal and proper use of TIF Revenues captured and placed into the Revolving Loan Fund.

Corrections Submitted to 2011-2012 TBRA Budget Violations

In my June 5, 2011 email to city council I made two typo errors that I did not catch when I sent the emails. The first is my typing "MCL 125.266" and leaving off the third 6. It should be "MCL 125.2666". The attachment was the correct MCL 125.2666 pdf. The second typo was the resolution creating the Revolving Loan Fund. The city council passed two resolutions #2001-09-442 and #2001-09-443 concerning the Grand/Sakwa Brownfield Plan during their September 10, 2001 city council meeting. 442 was the first amendment to the plan and 443 was the resolution creating the Local Site Remediation Revolving Fund. I referenced 442 as the resolution creating the fund when it was 443. However both resolutions were attached.
